Not unless you install a backpressure gauge and keep the pressure under 60lbs.
I am running the older Pac brake with the small orifice plugged with standard springs, however I limit my backpressure to 35lbs. This is on a 91 model. I didn't like the high rpm necessary for retarding performance with the orifice open like it was designed for. 35lbs of pressure comes in at about 2300 rpm.
On some other brakes without the relief orifice built in, they use an offset butterfly with preset resistance built in for low rpm performance. The pressure will bypass at high rpm. I have one on my 01, works great. It holds 35lbs of backpressure down to an idle and releases at about 50-55 lbs at about 1800-1900 rpm.
