I have a 2012 3500 H.O. my transsmition went out. I had it over built to take whatever I put it through. The day I got it back I stoped at a store, when I started the truck the exhaust break was full on. Crazy whine from the turbo. Shut it off tried it again fired up and ran perfectly. I have been doing this for a month. The dealership wants to replace the turbo. I feel the issue must be electronic. Does anyone have any input on this?
 
Sounds like the actuator in the turbo is on it's way out. Non-replaceable/repairable component.

You could save yourself money by replacing the turbo yourself.
