Factory front bumper

when changing my front bumper to a front end replacement i noticed a small piece of rubber inbetween the bumper and the frame on the bottom side.

I am assuming this is to protect the oil and transmission cooler... .

do i need to put one between my new bumper and the frame or is this just an over kill on the factories part?

I think the purposes for the rubber flap are to keep out mud, etc. and route air to the radiator instead of out the bottom.
