Failed emission test-loophoe?

My 07- 6. 7- failed the Mass. state emission test with a "Catalyst Monitor not ready and 02 Sensor Monitor not ready". No work done on truck. It just completed a regen about 20 miles before the test. I'm hoping this may be the reason. However, along with the rejection sticker a "How to Qualify for an Emissions Waiver or repair Extension" info sheet printed out that states: "For Calendar year 2012, repairs cost more than $820 if your vehicle is five model years old or newer, $720 if it is six to ten years old, or $620 if it is older. " "Your vehicle can receive an inspection sticker if it has no safety defects. " Seems like a legal loophole to not replace certain expensive emission items.
 
You may want to find TSB 18-017-10 and see if it applies to your truck and, if so, if it has been done.

Dealer rebooted/updated computer. Been driving about 150 miles since and still not ready for emission test. Turn key 3x, wait 15 seconds and cel starts to blink indicating sensors not ready. How long and what kind of driving is necessary to bring all sensors to readiness? Truck is an 07- 6. 7- with 59,000 miles. I want to get an inspection sticker and then a full delete is going to happen. Enough of this nonsense!!
