Fan Clutch Question

My fan clutch seems kind of tight. Even when the engine is cold, fan stops dead with the engine. Shouldn't it free spin a little when the engine shuts down, assuming the engine is cold ??

The fan contains oil and will tend to rotate when the oil is cold. Don't try this, but if you were to grab the fan while the engine is cold it would stop. It will always spin but not be locked up and draw a load until the temp climbs. You will know it when the fan locks, it is very loud and pulls quite a bit of power. In 144k miles in 6 years my fan has only locked a handful of times.

I noticed this problem when my truck was brand new. The fan would "lock up" & "rev up" and sound like it was going to suck the core out of the radiator, even when the engine was stone cold and 20 degrees outside. Dealer replaced the fan clutch under warranty. No difference. Still did the same thing.
