A couple weeks back, I was jump starting my 93 W350 with my 01 D2500. I let it idle for a while and then the 01's idle quickly increased to 1,200-1,300 rpm. I tapped the gas pedal and the idle dropped back down to normal. It did it again a few min. later. I tapped the pedal again, went back to normal. This morning my wife started the 01 to warm it up. I heard it start ok. Couple min. later it starts to increase idle. I told my wife to tap the pedal and it would go back to normal. It did. It happened 2 more times before she left for work. She said the truck ran fine after it warmed up. The temp out side this morning was about 30*. The other day when I was jump starting my other truck it was fairly cold outside. I have started it to warm up several times (later in the day) since the first time it happned and has'nt done it. Could my problem be temp. related? A TPS? It isnt showing any codes.
 
Its part of the OEM programming to help the engine warm up faster as idling at low idle on a cold day is hard on the motor.

Really you should fire it up, let oil pressure build and drive off. If you want heat faster use the block heater on a timer for 90 minutes before you leave.
