Engine/Transmission (1998.5 - 2002) Fault Code 1693, HELP!?!?!

Just had the dodge in to cummins to have the CPS changed. They went to clear the codes and code 911, Fault 1693- Turbo Charge Control Circuit Malfunction came up. They dont know what it is and i have no clue. This is on a 1999.
