RPM's- What is considered bogging?

Now, I don't go around bragging about my truck (and right now, not going anywhere till the head and twins are on), since I know it's certainly not the fastest. But, I had to laugh when a guy at my shop was 100% sure of himself, and and even cocky, bragging to me about how powerful his dad's 7. 3 powerstroke is, because it's "got a 100hp chip in it". He was telling me how it would beat my bombed Cummins and all about how powerful that chip is. I don't think he would've known what "bombing" means though.

Actually I was on the diesel stop the other day, (because I own an old beater 1988 NA IDI 7. 3 F-250 also, with its fair share of problems), and I mentioned my bombed Cummins, and some guy made a smart *** comment back about it being bombed, in the sense that it was severely broke. I didn't even bother to try to waste my time correcting him.

The whole "chip" thing has really moved diesel bombing down to the idiot level for some.

Note that I said SOME - don't all get offended :p I have a chip myself, however, I realize that, unlike the new bombed powerstroke and duramax owners running around, a chip is not anywhere near the be-all-end-all in diesel performance.
