filter head fittings fit?

So i just picked up a CUmmins Filter head for a fuel filter setup i am building (part number 142784-s) and it should have 1/2 NPT fittings. but the fittings i got thatare 1/2NPt are loose as heck. the screw in but it looks like the filter houseing does not have tapperd threads... ... . any ideas?
