First report, 3K miles with USGear overdrive.

I want to flat tow my Landcruiser FJ40 until I can get a trailer and I have a couple of questions. First off the FJ40 is running 35" M/Ts so the tow bar when level is 27" off the ground. The hitch on the 2500 is 17 1/2" from the ground. Is it safe to run a 10" drop down hitch mount upside down to make up the difference? Also for safeties is it better to run rated chain or steel safety cables?

Sure you can flip your hitch over, dosent matter. Make sure that the tow bar is level. The thing that would concern me is if your fj40 can be towed. Some of these 4x4 cant without mods

I'd feel safer with cable instead of chain. When a chain comes taught it can produce a shock load that can break things loose. I think the most important thing is to have your safety line(s) big enough. Don't want that bugger taking off on it's own.

bombero is right but some 4x4s can be towed with the transfer case in nuetral. I'd check with a reputable transmission shop or someone who knows before heading out though.

I use to flat tow my Jeep as well before I got a truck to pull it on a trailer. Anyway I used a heavy safety chain (much like a tow chain). Some things to remember do not get in tight places as backing up is darn near impossible and don't turn really sharp as it tend to drag the front wheels. Definetly check with someone on the position of the transfer case and the transmission as one time I towed my Jeep with the levers in the wrong position by accident and it fried the 3rd and 4th sycronizers and ruined the mainshaft of my NP435 trans, so be very carefully as it can get expensive.
