Flowering Bushes/Shrubs?

I am looking for some flowering shrub suggestions, I need one that is low maintance, and is a minimum 3' tall, and a max 4' tall. Any suggstions?

The only one I can think of that will more likely stay in that size is a Varigated Weiglia. Variagated has white edged green leaves. Beautiful pink trumpet shaped blossums in spring.



Beauty bush is also very nice but will have to be trimmed to keep its shape.

Oh Trimmed, That's why I was thinking flowering... and small so I didn't have to trim it. Picking the dead flowers is ok, but do all bushes need to be trimmed? I am looking for LOW Maintance... . It's a rental property, but I want it to look good too.
