Want to wire up the factory fog lamps to come on when the key is in the on posistion. Kind of like daylight running lamps.
Has anyone done this. I have not been able to find a terminal with only power when key is on in the under the hood fuse block.

You will have to run a jumper (easiest way) from the fuse pannel beside drivers door. There are several points under hood but I don't like to add wire/connectors to things under hood due to moisture.

I thought about doing this to my truck. Then I started to think about the amperage draw on the batteries on the really cold mornings when you need two or more cycles on the intake heater. I figured, unless I wanted to come up with some sort of run only circuit I'd just turn them on when I want them (after I get them installed of course #ad

Yes. I have done it to my truck. Non-factory daytime running lights. Ignition on turns fog lights on, parking brake turns fog lights off. You have to be "one" with your factory wiring service manual and rewire inside your PDC.
