I have a 1998 quad cab, 4X4, 12 valve, 5 speed, long bed, and the fog lights did not work, but the fog lamp button on the dash would light up. I replaced the bulbs and know they work.

The fog lights don't work and the light on the switch does not work either.
 
I had the switch itself go out on my rig, it only would work if I pushed hard and held it. Guy at the Dodge parts counter said that quite a few fail. At the time, five years ago, he said the most commonly sold parts for Rams were the foglite switch, visor clips, fan control knob and throttle cable. He might be right, I've replaced all of them at least once.
 
I had to have my fog light switch replaced when the truck was less than a year old was told by the parts guy that they had to replace a lot of them any that the new switch was different. Could be you have the same type of old style switch as my truck was built in 2/99.
