2nd Gen Non-Engine/Transmission Fog lights

I have a 1999 3500 that I had to replace the factory fog lights a few weeks back. When I got the truck back from the shop the new fog lights were aimed at the same level has the low beam headlights. My question is where are they suspposed to be aimed with correct setting compaired to the headlights and how ae they adjusted ??

In my opion measure the height of the lights. Park on level ground with a flat wall 25 feet away. at 25 feet they should hit the wall at half their height and 1 inch to the right. That's where mine are.
