A couple of years ago, the truck horn would rapidly beep four times when turning on the ignition. How annoying. Having PTSD (non- military source) really gets to me and anyone standing nearby. I couldn't find
a remedy anywhere but at a recent service appointment I asked about it and the tech said that it might be
a dealer installed security option. The sticker mentions a keyless entry, but I don't know if it was dealer installed. The beeps only started after around 12 years and after 10 years since the Banks programmer
was installed. The reason I mention the programmer is because the ECM could be altered. In the meantime,
I couldn't take it anymore, so I wired separate wires to each horn to an underneath dash single throw-double
pole rocker defeat switch. I sure would give a nickel to find out what is going on even though it is band aid
fixed. BTW, I heard the four beeps at startup from another vehicle in a parking lot, so I am not alone.

Maybe someone close to you has AlfaOBD and can look to see if that option is turned on or not. First thing would be to get a list of the settings and go through them and make a list to change. Do you have a key fob with buttons? this is keyless entry and is factory. If it's a separate fob, then was added on at the dealer. Just throwing this out there, but if you have some sort of key fob, how are the batteries? Hopefully someone else on here has seen this and knows the fix! Good luck and the switch sounds like a good fix at the moment!
 
That's pretty crazy,

On the new Ram vehicles you will hear 2 normal beeps when doing remote start, and 3 quick beeps when the FOB is out of the vehicle but it's running. So these new ones do all sorts of beeping.

For an '08 nothing stands out that I easily found based on just IGN ON, the horns are TIPM controlled so all done by the computer.

Typical check grounds and the sort related to the TIPM and other inputs. I've seen issues with other TIPM deals on say 2013's vans we had a few issues due to age and grounds.

Back to your issue here are some ideas........

1. There is a horn chirp feature, I don't think that's what your seeing but here is how disable or enable that.

HORN CHIRP DISABLING / ENABLING

The horn chirp can be toggled using a scan or by using the Remote Keyless Entry (RKE) transmitter that is already programmed to the vehicle.

To DISABLE (cancel) the horn chirp feature:

1. Enter the vehicle and close all doors.
2. Fasten the seat belt (this will cancel the seat belt chime).
3. Turn the ignition to the ON position.
4. Press and hold the LOCK button for 4 seconds. Within 6 seconds with the LOCK button still depressed, press the UNLOCK button. When a single chime is heard, release both buttons.
5. Turn the ignition OFF.
6. Turn the ignition ON or wait 60 seconds.
7. Test the horn chirp feature by pressing the LOCK button.
If a chime is not heard, program mode was canceled before the feature could be disabled. If necessary, repeat the procedure.

Repeat steps enable.

Do you know if it's one horn or both?

I would trace out the horn and check there is not something external hooked to the horns, like that a magic box for an alarm.


3. Do you think it's a very well timed honk. Like somehow someone has figured out how to have the "chime" honk the horn.

I would time it out with a stop watch.

Also does having the door open or closed, and seat belt on or off effect this thing?
 
Definitely not a Dodge feature I’ve ever seen or heard of. Sounds like either an aftermarket module has been installed, or there is an electrical problem.
