Poking around under the hood on my 97. I turned the ignition switch "On" but didn't crank. The cutoff selinoid did nothing, but snapped up to the "Run" position when I moved it up with my hand, and stayed there. When I turned the ignition "Off", it snapped down to the normal off position. Had someone crank it, and it flipped up instantly to "Run". Tryed it a few more times, and decided it does nothing until the engine is cranked. Is this normal? I thought it would snap up to "Run" as soon as the ignition switch was turned on, & before cranking occured.
 
That's normal Dennis. The pull on coil is activated by putting the ignition switch in the start position. The hold coil is on all the time the switch is in the run position.
 
In addition to what Joe said -- the pull up coil in the solenoid draws a lot of juice and will overheat and fry the solenoid if left on too long. That's why it's a good idea to replace starter contacts, which power the pull up on the solenoid, before they stick. Better some $15 contacts than a $300 solenoid. 100k is a good time for replacement.
 
Illflem was giving solid info when he stated the solenoid pulls a lot of juice. Would you believe approximately 40 amps ... so says the manual.
