Engine/Transmission (1998.5 - 2002) Fuel Filter Canister

I noticed a leak under my 2002 3500 diesel, and found the filter canister leaking around the lid. removed filter and checked canister for cracks but there wasn't one. put new filter in and tightened lid down hand tight and it still leaked. tightened down quarter turn more with a ratchet but it still leaked. seal was in place and lid not cracked- Any ideas on the correct tightening procedures, or anything else to look for, so no leaks?

Check around the two wires that go into the filter at the top. They power the fuel heater. Mine allmost caught fire there and leaked badly. Follow the wires and disconect. Put a new top on under warranty. Good Luck

TSB 14-02-00 mentions the installation torque (also molded into the cover).
