fuel filter- can't bleed

What am I doing wrong? I have been trying to figure out how to bleed the fuel filter to check for water. When I move the lever nothing comes out - It would seem to me that even if there was no water or contaminants that I would at least be able to drain some fuel. Does anyone have any suggestions??

I read a thread on this and it said to turn your key on and let the fuel pump build up pressure, turn the key off and then it will bleed a little fuel out the tube. I tried this and it works fine.

I think there's also a TSB about it too. At least I think that's what the tech said as he was scolling thru the computer while doing the CO2 flash. I think he said some aren't opening as they should.
