Fuel Filter Relocation

I saw this picture on EBay. It was a 90 D250 and it was just showing the engine compartment. I never had any problems getting to my filter, but the ad said it was owned by an older gent (don't they ALL say that?) and maybe he couldn't get to it as easily. Anyway, was this homemade, or is it the same thing they sell in Geno's catalog?



Also, what is that big black box next to the battery, on the fender?

Looks like maybe the Primeloc (sp?) fuel filter relocation kit. Nice idea, but I'm not sure it's worth the almost $200 it costs... .
