When I open the yellow lever on the filter housing, nothing comes out. Is this normal on the HPCR engine? My 12 valve always let fuel out when I opened the valve and I thought the new one should also. I have less than 3000 miles on the truck. The first time I tried it the same thing happened but I just let it go. Today I opened it again and nothing came out. I suppose some debris could be caught in the valve but I hate to open up the housing until filter change time. Anybody else have this happen?
 
Way back when the 2003's first came out there was actually a TSB for this exact problem. Seems that there was some kind of assembly lube being left in the drain valve that was preventing it from flowing when opened. The fix was to open the valve, then bump the engine with the key (but don't start it). This causes the lift pump to run. Pressure on the valve would build up, blowing out the obstruction and allowing the drain to flow freely (close the drain when it starts flowing).



I'd do that first.
