I just saw that a few min ago as well, have to run down to 99th and I-10 anyway gonna see if i can get a better look.
 
I do not think it would be overkill as the Fass does nothing for lubrication. The key questions are

1. can it be used under vacuum/pressure or both.

2. at what gph is it rated

3. any restriction if used on the vacuum side.

4. will there be a pressure drop if installed after the pump.



I would rather see it on the vacuum side of the lift pump and get rid of the in tank filter. Some sadist must have decided to put a filter on the pickup tube in the tank just so people could get aggrevated when it starts to give problems.

Looks like you would want to put it after the OEM (or FASS) filters, since it has its own unique thread size. Less chance of plugging a filter with dirty fuel, and not having a spare handy.
 
Depending upon what you read, for the ULSD the lubricity may well improve over LSD. There isn't a lubricity standard for LSD. The lubricity was what refiner decided it needed to be or how it just ended up. There are now lubricity standards for ULSD that refiners must adhere too.
