Hmmm, '97 model fuel filter housing, 15mm bolt in center of housing releases the canister holding the filter. Pretty sure of this.
 
I have a 98 so not sure if they are identical but here goes. There is a small yellow plastic lever on the front of the housing near the bottom this is the filter drain valve. Drain the fuel into a clean container and save it to prime the new filter. Loosen the not on the top center of the filter housing and catch the housing with your free hand. the filter drops in the housing. Fill the housing with clean fuel and reinstall it. hope this helps
 
Another note is leave the nut a bit loose and pump the primer 'til fuel flows. Tighten and pump some more before cranking.
 
where is the primer the guy at Geno said bump the key a few times but don't start it i think imight fill the filter bowl with some fuel.
 
Bumping the starter is only for 24 valves with the electric lift pump. Down below the filter, on the side of the block above the starter is the mechanical lift pump. There is a black rubber button, plunger, that is a tad hard to get to. That is the primer pump. It will take quite a few strokes, on mine sometimes thirty or so, to purge the air.
 
When I have to prime mine I have a small rod about two feet long. You can set on to the black rubber button and do the pumping without having to reach under and over every thing from above. When you find it you will see what I am telling about.
 
I pump the primer button and listen closely for a squeek from the overflow valve which is between the head and the front half of the injection pump. Once it squeeks you know you have pressure up to the injection pump
 
I pumped it about 40 times said a little pray and Duckie fired right up a little shake and then he smoothed out thanks everyone for the advise i was getting worried.
 
A rod was mentioned to reach the primer botton. I have an old shovel handle a couple feet long, Recessed a 1/4" on the big end, to fit over the rubber end of the plunger, helps to keep it in place while pushing the botton.
