On my 98 (12V) can I remove the Pre-filter & Screen Assembly without removing the rest of the Fuel Heater Assembly? It appears as if this would be possible from the bottom with a socket on an extension but the Service Manual doesn't indicate that and suggests that I need to take it all off (which involves removal of the starter motor).

If I am able to do this, will the Fuel Heater Assmbly come down on me too?

Will I need new seals each time I do this?

You can remove the bottom of the heater for screen service from underneath without removing the whole thing. You will take a diesel bath though, I've found it helps to put a plastic bag over the bottom before you let it drop. I'm still on the same seals after at least five removals on each of my trucks, just make sure it's seated correctly and doesn't get pinched and you'll do fine.
