Archived fuel leak in1st gen plastic rign on top of fuel filter

I have a fuel leak in the (I think)in the little plastic ring on top of my fuel filter I believe the gasket is shot. First of all what is the ring thingy any how? second of all where canI get one and how much?I have a Fleetguard part # 30RT24-1

I figured it out the round thingy was the fuel heater. all it neeeded was a gasket.
