Need a little help. 1999 5. 9 24 valve has a fuel leak on top of fuel tank module.

The metal tubes on top are rusted into. Will the vulcan straw and fass direct replacement lift pump correct the problem or will I need a new $470 fuel tank module from dealer?

The prices must have gone up, or they are quoting you the original unit. The upgrade in tank sending unit was $250 - $300.

To answer your question, Yes, the Fass and Vulcan will solve the problem. The only thing you will have to do is secure the leaks on top of the tank so water and debris does not get in.

If you have not done any performance upgrades to your truck, I'd go with the in tank pump sending unit, and keep the carter block pump.

I had the same thing happen on my 99. in Sept of 2006, I did the Vulcan Draw Straw and never had a problem going forward. See Picture, also note the factory part number is visible on the red ring around the rusty lines in this picture:

See this link to a step by step of sorts when I did mine, also note descriptions I added to each picture. I hope this helps.
