Jim you should be able to unbolt bracket from trans then pop out metal lines or just get it closer to you to inspect. Then follow illflem's instructions or you could use longer hose and two clamps(one over the hole) but illflem's is the right way(cut bad part out).

I got the same problem Jim. I think it's a factory flaw on the weld on the bracket. I opted for the factory part. This cost me $64. 00.
Illflem's way is cheaper, and will help during the next line change.

Driping fuel from injector pump return line, dripping from metal line at its support bracket, right before it connects to rubber hose. Replaced rubber return line hose(twice). Tried to remove metal line for inspection, but the brackets make it impossible to remove. Truck is '98 12V. It's got me stumped! Any Ideas?

Wasn't sure if you meant the tank end or fuel pump end,but it makes little difference. Just cut the metal line shorter with a small tubing cutter and use a longer hose,some folks have done this just to make hose replacement easier,gets the clamps out where you can see and reach them.
 
I take 'em out all the time and I use a 10mm socket on the bolt that holds down the bracket from the top and a magnet to pull it out... . and I believe it's an 8mm for the bolt that holds it from the bottom towards the rear of the line. Take a 9/16 open end wrench and remove the oil in fitting from the injection pump, then it's just a 19mm combination wrench to loosen the banjo fitting at the top front of the injection pump. To pull it out all you need to do is carefully rotate it as you pull it out. You can use some force as there is nothing to break since it's leaking already. To reinstall, just rotate the new one in, install the bolts from the bottom and top, leaving the top one loose, reinstall the banjo valve and the oil in fitting, and tighten the 10mm bolt from the top and reattach your return line. Simple.
