Engine/Transmission (1998.5 - 2002) Fuel leaking from bottom of fuel filter dripping from the banjo bolt.

Hello fellow tdr members my 2000 is currently dripping fuel at a steady pace. It's a constant drip of fuel and its coming right out of the banjo bolt that screws into the filter. I've replaced the bolt and all o rings with cummins factory parts to include the fuel filter. I've verified the problem over and over again. I've wiped away the excess fuel and watched it drip... even when the truck hasn't been driven for days. It's constant enough that there's a decent sized puddle in the driveway. What could be causing the fuel to drip out directly from the banjo bolt. It's not coming from the top of the filter or from anywhere else. The cummins has 186,500 miles all stock other than K&N air intake. Thanks!
 
Plastic or aluminum filter housing could easily be cracked right at the threads from someone overtightening the banjo bolt at some point in time.
