A friend of mine bought a 94 Dodge/Cummins 5 sp. (His first Cummins) and I was telling him about the fuel plates for the Cummins to increase power for towing. So he bought a fuel plate off eBay but thats all he received. No elbow, directions or anything to set the plate. Is he just out that money or is there some way to set the plate? He is located in Starkville, Mississippi.

If the orginal plate hasn't been messed with it should be in the stock location. Make 4 small marks next to the corners of the plate on the pump so you can line the aftermarket plate up and be as close to square as ya can. You can also take measurements of were the plate is at and set the plate up that way. If I new where my instructions and install stuff were hinding I'd let him have it but their MIA at the moment. You can pick up the boost elbows from PDR for about $35 bucks. And you can see a copy of the instructions on TST's website.

I second Joe's post. So many people out there claim to have fuel plates, and a good number of them carve them out themselves, leaving you to figure out what it is supposed to be compared to, in terms of a plate number. I used to try to take shortcuts to avoid costs, but that came to a screeching halt. Trust me. You get what you pay for!
