2nd Gen Non-Engine/Transmission Better brake rotors?

Now that you all have got me straightened out on the fuel shut off solenoid, on to the fuel preheater. I guess this is another computer controlled thingy hu? How/when does it operate and how can I use it without the computer?

The fuel heater has it's own switch built in. It's a bi-metallic disk that makes or breaks the power supply to the heater. On a '97 it's calibrated to come on at 43F and shut off at 58F. There is a relay the prevents it from coming on when the engine if off. The computer doesn't control it in any way.
