Engine/Transmission (1998.5 - 2002) Fuel Pressure Guage install

I started an install on a fuel pressure gauge tonight and got called away but is this normal?



When I removed the bango bolt from the filter housing I was expecting fuel to at least be under some pressure their, but nothing. I have only 1 sender and I am installing it post filter.

Whenever the lift pump is not running, there will not be any pressure on the fuel system. That's completely normal... .
