Engine/Transmission (1998.5 - 2002) Fuel Pressure Problem.

I am having a fuel pressure problem. Currently will only idle at 6-7 psi, with an occasional 9-10 psi. When under load I can drop it down to 0. I know the fuel pump is going out, but how do I convince the dealer of that fact?

Take the service manager for a ride and show him. Then explain how much more it will cost them if they have to replace both your lift pump and an injection pump on top of that, not to mention how upset you the customer will be having to tell him, "I told you so".
