Engine/Transmission (1994 - 1998) Vacuum Pump Oil Seal?

I have 54K miles on my truck. The fuel pressure seems to be easily "zeroed" out when the weather gets in the lower 30's. Is this normal? I have seen this on fuel from many different stations. Changing the filter seems to help for about 100 miles then it does it again... 15 psi at idle and at moderate speeds thru 3rd gear, then in 4th and 5th when I get the RPM to about 1750 - it goes to 0 and below almost instantly when I try to accelerate. Shoud I keep replacing the filter? Go ahead and replace the lift pump? If so, with a factory pump or other? Is this normally under warranty?
 
Pressure

The pump is covered by the 100,000 mile warranty on the engine. You will probably have a hard time convincing the dealer there is something wrong with the pump as long as the truck will still run. I had to take mine to the second place and my pressurer was -0. bg
