Engine/Transmission (1998.5 - 2002) fuel pressure

My fuel pressure is 15# for a few minutes after starting but suddenly drops to 2# or zero. If Im going down the road,Ill turn the key offand then back on. The gauge will go back up to 15# for 30 seconds or so then back to zero. Is ths problem pointing at the sending unit?

I would check with a mechanical gauge to verify pressure.
