I installed a airtex fuel pump, relocated down on frame less then a year ago. Up untill now I have been vary happy. turn the key wait to start I have 15 psi it drops down before starting. this is normal I know that. last week I noticed that the pressure was staing up in the teens and not dropping before starting. then it would crank over several seconds before firering up. Now I have good pressure at start up, but i can bring it down to zero when running. I am looking to replace the fuel pump under warranty, but why was the psi staing up at start up?

If you haven't already done so, before doing anything get a "second opinion" by measuring the fuel pressure using a different method than your normal gauge. Ideally you'll want to use a fuel pressure test gauge connected directly to the Bosch VP44's fuel inlet. You may be surprised to find your current fuel gauge, isolator (if a mechanical gauge), or sending unit (if an electrical gauge) is the culprit.

Isolator in particular has been my biggest source of fuel pressure problems. Once I figured that out (air getting in the isolator) there hasn't been a problem in the last 3 years or so.

It can drive you crazy for a while!!
