Engine/Transmission (1998.5 - 2002) fuel pump relay clicking

My friend has a 2001, 5 speed with FASS pump. The fuel pump relay is clicking when you try to start the truck. Swapped out the fuel pump relay, VP44 relay and it still does it. Could it be a bad ECM?



Anyone experience this problem?
