Can anyone tell me if the 2003 Cummins recirculates the unused fuel from the engine back into the fuel tank?

To my knowledge all Diesels recirculate fuel.

Yes, the CP3 recirculates the unused injection fuel for lubing and cooling itself and then sends it back to the tank.
