How do you know if the fuel shut off solenoid is bad? I am getting fuel to the injectors so I am assuming it is working but it still won't start.
 
Block heater

Just for the heck of it I replaced the end of the block heater cord, plugged it in and after an hour I went out and it started. It's in the mid 60's, is this normal? Odometer reads 95k but I don't know if it's 195k, 295k or what.

to test the fuel cut out solenoid I have read of taking the solenoid out, and removing the plunger from it then installing it.

If it starts up, that is your problem. You will need to use the manual shut off lever on the side of the injection pump to shut it of though.

Also, if it's cool, there could be a chance your manifold warmer screen isn't working. When you go to start up, after the "wait" light goes off, watch your voltage meter to see if it is swinging up and down. The pre-heater draws a lot of power, maybe 120 amps?.

If you have a standard transmission, you could pull it to see if it starts. If it starts, then that could indicate a preheater problem also.

In my experience with the several diesels I own, they pull start easily. Don't pull too far, though. (more than 100 yards) Some of the standards need the engine running to lube the gearshaft bearings and they can overheat.
