What is this on the exhaust?

So I had to replace the clutch on my 02 Cummins quad cab, 4x4, short bed and I removed the fuel tank crossmember. All four of the bolts holding the crossmember to the frame snapped off flush with the frame and I was wondering if anyone else had this issue and what they did to fix it. Seems like there is a welded nut in the enclosure of the frame. Any help would be appreciated.

Haven't heard of that happening. They must be pretty rusted. You might try some Kroil, soak the bolts for a day or so, then try a left hand drill bit or an easy out to get the stubs out.
 
Happened to me actually when working on my fuel pump.

I had to use some nice cobalt bits and go slow to drill out the old studs.

I just replaced the hardware with some nice grade 8 stuff. Still a pain.

Have to love the rust belt!
