2nd Gen Non-Engine/Transmission Fuel tank won't take but .5 gal.

After 230k miles the gas gage is not telling me the true level of fuel. After reading a lot of posts I now feel very lucky! Well I dropped the tank and installed a capaitive type sender but could not get that to work. bought a new float, made repairs to the metal cover (it was found floating about in the tank), and put it all back under the truck. Now I can only put about 1/2 gal of diesel in and the filler tube is overflowing. I will go back under tomorrow and try to pop the flip-over valve off and check it out and plan to try and blow some air back through the small vent pipe at the fill neck. BUT HERE IS MY QUESTION: I saw a green plastic ball with what looked like three springs attached to it at the end of the filler tube when I was replacing the tanks filler hose back up. I look at a lot of fuel posts and cannot find out what that is! Is it also a check valve for roll-over protection... could that be stuck and stopping fuel from entering the tank??
 
You just answered your own question. Looks like it might be jammed closed. You might try the compressed air at low/medium pressure or try knocking in that area with a bat/handle of some sort. Try a rubber hose stuck down in the filler and see if it drops.
 
It was the flipover vl/vent. I dropped the tank again and when i started to unscrew the sending unit fuel gushed out the fill and vent pipes.(tank was tilted) What a mess!
