After the truck has been running warm, then shut down for 10 minutes to approximately 1 hour and started up again, it will surge; there is lack of power. You have to get it rolling best you can, seems if you can get air around the motor, eventually it will pick up power. This happens only when the outside temperatures are 65 degrees and over. The hotter the temperatures, the problem is more severe. I have checked for codes and surprisingly, I don't have any.

Anyone else have this problem? Any idea on what this problem might be.

surging problems

Sounds like you have an APPS problem don't know if your pins are the same as mine but pins 3 to 5 and 3 to 4 are the rheostat to the throttle and 1 to 6 are idle and 1 to 2 is off- idle I got my info from Cummins or I have some that may help. contact resistance should be less than 125 ohms and r-stat about 2k500 ohms and 1000 ohms between pedel released and depressed. mine had open cct between pins 3 to 4 for awhile. So need to find one that is compatable with mine and make a sset of resisters that can substitute for the real thing.

Thanks for the reply 2nd-time. I talked to Piers and Cummins and they both figured it was the APPS also. Piers gave me one to try to see if it helps. By the way I know now diesel does not vaporize.
