Truck "bucking" w/ Quad boost fooler

Wondering if anybody could help shed some light. I'm have a fueling problem. My injection pump doesn't seem to be able to keep my rail full even with the tst turned off. Truck is slugish off the bottom no matter what setting I have it on and when monitoring my rail pressure it will drop low upon acceleration down as low as 10,000 PSI and then start to pick back up. I have a FASS pump 95 GPM and my fuel pressure gauge is reading 15 lbs psi. and drops to about 12 WOT. So it would seem that the issue is at the injection pump itself. Also, I just recently changed my FCA thinking and hopeing that was it, but it did'nt do it. The engine also surges when cold on s first start up. The pump is stock. Is it possible that I might have recieved a bad FCA out of the box?

Fleet Guard Stratapore that has been changed recently and many times while trying to figure this out. Also a fleetguard inline pre lift pump which is also new. Thanks for the reply.
 
Check the LV and Pressure sensor Before Pump removal,I have both LV and sensor in like New condition (Used) for half the cost of New. I also have test sensor and Valve you will need to return to me once used for diagnostic purpose.
