Depends on how long the truck has been sitting after shutting it off.

If you take it off right after shutdown, oil may spill out of it, if you wait until it cools off, it'll be about 75-80% full.
 
about 20%, less than a cup of oil after truck was shut off and cooled for about 15 min. my first thought was the filter plugged and went into bypass. Thought I would ask some folks on the forum what they have seen. Cummins Stratopore filter, Rotella T6 oil, always changed at less than 75%.

You mean that 20% was all that ran out of the filter when you dumped it?
That sounds about right, most of the filter's oil capacity is soaked up in the filter media, you'd have to crush is or leave it inverted overnight to get much more oil out of it.
My answer above was just about how far down on the center hole the oil would be if you looked down in it after pulling it off.
