Engine/Transmission (1994 - 1998) Need turbo!

I was wondering if anyone can help me identify a strange noise coming from the turbo, or in that area under the hood? The noise is almost a howling, sounds like an exhaust leak but I can't seem to find it. It starts at around 1500 rpm and gets louder up until around 2000 then it starts to taper off. A friend of mine thinks it sounds like the turbo is out of balance, but the noise isn't relative to boost pressure. It does it no matter how many pounds of boost it is running, as long as the rpm's are in that certain range. Any help would be appreciated. I have checked everything I know to check.
 
Check your cooling fan clutch. It is a viscous coupling that will engage under load. At high rpms, it will give a loud howling noise as it spins slightly slower than the air speed trying to push it resulting in a 'howling' noise.

I think...

it's your exhaust manifold bolts that are loose... but that's a guess. I had a terrible noise under the hood of mine, and found that my "retention straps" from the TSB for the bolts and fell off, and that my bolts were loose. I had 5 bolts loose, and it was a god awful noise.



BTW, part number for the straps is 05072387AA. I got another set for free as it is a TSB.
