Engine/Transmission (1998.5 - 2002) funny turbo clinging noise???

I just installed my boost elbow today and as I was adjusting the boost to around 31LBS there is a funny clanging noise after 27LBS or so. I'm not sure where it is coming from? I'm gonna make sure everything is tight around the turbo and surroundings. Has anyoneherd anything like this? BTW any pressure under 27LBS everything sounds normal.

I didn't notice any vibration. I turned it down to 27PSI and it sounds fine. Is it possible that it's turning too fast? What are these HX35w turbos max safe pressure/rpm?
