gas tank repair

does anyone know how to properly work on a gasoline tank?
on another vehicle, I'm tanking the tank off to sand it down and paint it.
is the proper method to drain the tank, then fill it with water?

To be safe filling with water is used or an inert gas. I have seen gas tanks welded when filled with water. Then again I have a friend sand and paint the tank when empty and did none of the above!!!

In a past life I was an Ice Man... used to sell dry ice to a shop that worked on tanks. They would dump some chunks of dry ice into the tank and the CO2 would displace the explosive gasses.

A good friend who had his own welding shop repaired gas tanks frequently without any accidents. He hooked a hose onto the exhaust of his truck, reduced it down to run into the tank to be repaired. He would run the exhaust for at least 10-15 minutes before and during the welding stick, or oxy acetelene.
