I have not heard of the Golden Eagle brand additive.
What I have heard is that if the diesel fuel you a buying has the proper amount of cetane in it, adding more cetane (through an additive) will not produce any better performance.
I have been running Flying J fuel, & when I started adding Primrose Power Master 405 additive, which includes a cetane boost, I did not notice any improvement in performance or fuel economy. That would indicate that the fuel I'm buying has all the cetane that my engine can use.
If you live in an area of the country that is receiving ULSD (ultra low sulphur diesel), then using an additive that has "lubricity" in it will probably be a good idea. At least some of the ULSD is very low in lubricity & can cause premature wear of your HPCR fuel delivery system.
