Good permanent gasket sealer for one side?

What's a good permanent gasket sealer I can use on one side, and then use permatex 2 non drying on the other for easy removal?
I'm not a fan of silicone, mainly because Ive learned it is the cheapest crap you can use on a RV. Maybe its ok for engines, but the gasket sealed to my cover peeled right off because the silicone doesn't stick well..

Im seeing the "right stuff" is a elastomeric rubber.. Does it adhere a paper gasket to a cover better than silicone?
