A Basic Electronics Question

I just bought my wife an 06 QC short bed, and need to use it to pull my 32ft gooseneck around. Where is the best place to mount hitch in bed, center over axle or is there a better place on short bed.

Depending on what hitch you have, or get, the manufacturer should note the location. My B&W had mounting instructions (drilling locations) for both short and long bed applications. For long beds it's approx 4" forward of the axle. Check out the B&W site if you haven't already.
 
I don't know of any hitch that mounts behind the rear axle, thats all part of the reasoning behind that type of hitch. Most are in the range of 4-8" in front of the rear axle.

You knew you were going to be towing with this truck, why the silly short bed?
 
The farther forward you put the hitch, the less wheel hop you will get. And its not possible to overload the front axle so I wouldnt worry about that
