Engine/Transmission (1994 - 1998) Gov. Lever Adj.

Does the gov. lever need to be adjusted if the stock camplate has been ground and slid full forward? If so, where should the lever first touch the camplate? I was looking at the back side of my pump and the lockwire is still on the two screws that hold the cover on to the back of the pump.
