I have A 99 2500 I have recently replaced lift pump and when truck sits for 30 minutes or more it start hard . I took it to my mechanic and he replaced the intake manifold heater adn it helps when the temp. outside is above 50. It also starts most of the time ith no problems if truck is parked with nose on decline. I have replaced the overflow valve and it works for about a day. also have checked for fuel leaks. He cant figure it out and niether can I. It seems like the fuel is draining back for some reason. Can anyone shine a light on something i may be missing. the truck runs perfect other than this problem. It is becoming very annoying to me and my mechanic
 
I had similar problem and it turned out to be one of the plugs in the top of the fuel filter leaking. If you can see any trace of fuel it is getting air there too. Could be the "O" rings in the filter or the filter drain valve. bg
